They didnt develop him. They took him on loan from Watford but Cucho already had a high benchmark considering he was already playing top level in Colombia at such a young age. It just happened to be that he fit perfectly into their system and at a young age, confidence is everything.

 

I wonder if they will give him some minutes with their first team
