I don't think any signing is official until a player is registered. I'm pretty sure "Out of Contract" players can be signed and registered out of the windows, but they must have already been on a professional contract previously. I think Richie might be able to participate in youth competitions, but Jong PSV plays in the 2nd division, which is considered professional and would probably require registration. Post is full of qualifiers, but this is how I believe the procedure works.
All competitions are under the KNVB umbrella, and thus require registration. He can, I believe, play in matches that are friendlies.
Naturally, the difference between a contract and registration is that a contract is legally binding and you now belong to the club. A player has to be contracted to be registered for official competitions, but registration can only occur during a registration window.
I just need to know when I can update my database! That's really the most important part. Not player development or financial security. It's all about my records. So for instance, even though we know Taylor Booth is gonna end up a Bayern Munich player. He still isn't one... yet. So no update in the database. But as soon as Ledezma puts pen to paper with PSV - boom! - update. As I tell my family, it's all about me.
Given he has to wait until he's 18 to sign the contract I guess he hasnot got a Euro passport. That also means he has the minimum wage for players younger than 20.

Stellar is his representation so it's a pretty clear sign, but I'm also hearing there won't be an official statement any time soon so we'll have to wait for that.
No inside info here but my guess is he starts with Jong PSV. Not a bad place to start since they play in the same league Novakovich played in last year with Telstar, and Jong PSV actually finished ahead of Telstar in the table.

Just spoke with Richie this past weekend at the RSL academy...still recovering from his foot injury, plans to report to PSV on Nov 19th, and be eligible to play in January
He’s nearly back to full fitness (rehabbing in Phoenix), and should be ready to fully train when he goes back to PSV
