Here are the Playoff Round first legs: Tuesday August 15: Qarabag vs. Copenhagen at 12:00 P.M. on Fox Sports 2 Hoffenheim vs. Liverpool at 2:45 P.M. on Fox Sports 1 (Pregame at 2:00 P.M.) Young Boys vs. CSKA Moscow at 2:45 P.M. on Fox Soccer Plus (one website has Fox Soccer Plus showing Hoffenheim vs. Liverpool three consecutive times starting then and I think it's a placeholder and Fox Soccer Plus decided what game they're showing before a website knows it) Fox Sports 2 has games at 8:00 P.M. and 10:00 A.M., so if those aren't replays it will cover all 5 games. Fox Deportes has a live game and delayed or replayed games at 6:00 P.M. and 9:00 P.M., but I don't know what games. Wednesday August 16: Napoli vs. Nice at 2:45 P.M. on Fox Sports 1 (Pregame at 2:00 P.M.) I don't know what game the other channels are showing. The other games are Basaksehir vs. Sevilla, Celtic vs. Astana, Hapoel Beer Sheva vs. Maribor, and Olympiakos Piraeus vs. Rijeka.
I looked at http://www.foxsports.com/soccer/schedule?competition=0&season=0&date=2017-08-15 and contrary to what I posted above, Young Boys vs. CSKA Moscow will be on Fox Sports 2, not Fox Soccer Plus. Fox Soccer Plus will shows Sporting CP vs. FCSB (Steaua Bucuresti). The only game not on live TV in English will be APOEL Nicosia vs. Slavia Prague. On August 16, in addition to what I posted above, Celtic vs. Astana will be on Fox Sports 2 and Basaksehir vs. Sevilla will be on Fox Soccer Plus. Hapoel Beer Sheva vs. Maribor and Olympiakos Piraeus vs. Rijeka will not be on live TV in English.

Unlike CL, EL rights start with the group stage and the clubs can sell rights to the playoff round individually. So you'll see EL playoff games on Laola (many already listed) and in the past there have been games on espn deportes (Spanish teams so perhaps the athletic Bilbao tie) and on BeIN (I think they've shown French teams so perhaps Marseille), but I don't know if that will happen this year.
