Someone asked about this week and I said there wasn't much news yet. But now there is. Or at least some discussion about the process from TheCup.US http://thecup.us/2016/05/02/ussfs-n...ess-has-challenges-to-address-after-year-one/ Basically, three issues have been brought up based on how the qualifying tournament worked for this year. 1. Travel - having a national tournament with uneven participation has led to a lot of travel for teams that can't afford it. 2. Roster rules - having to set a roster pretty early in the fall that will be mostly consistent through the next year is difficult for amateur teams. 3. PDL/NPSL advantage - the roster deadlines mean that teams attempting to qualify through the tournament can't really use college players. PDL and NPSL teams qualify through league play so they can. It will be interesting to see what changes the USSF might implement for this fall's tournament.

The entry deadline for local qualifying is Aug. 1, 2016, at 2 p.m. CT. The 2017 qualifying process was first introduced for the 2016 competition, with 56 teams entering from 16 different states and 25 different leagues. Fourteen local qualifiers survived to reach the first round of the 2016 Open Cup, scheduled to take place later today.

With the PDL regular season winding down, we can start penciling in the division winners: Fresno Fuego (Western Conference, Central Pacific Division) Des Moines Menace (Central Conference, Heartland Division) May put a bit of an asterisk here. The only team that can beat them in the standings is the Thunder Bay Chill, who of course are not eligible. So you would guess that the bid would go to the top American side. (In the previous year's thread, I stated that is a bit unfair for Central teams to have games with Canadian sides to count in the process; and all "drop-down" spots should remove Canadian games.) Michigan Bucks (Central Conference, Great Lakes Division) Similarly, the only team that can beat them in the standings is K-W United Sounders FC U23 (Western Conference, Northwest Division) Same deal; the only team that can beat them in the standings is Calgary Foothills.

I went to Hofstra University. The Cosmos and their B team play at Hofstra's James M. Shuart Stadium. The Mack Sports Complex is an indoor venue used for basketball and has hosted a presidential debate. I'm not blaming you because the Cosmos's own website has the location wrong, but I want to point out that the venue I quoted from you is incorrect.

(I think this will become even more of an issue in 2018.) So the possibilities would be (a) fewer amateur teams in the first round, or (b) re-instating the "preliminary" round for amateurs. In case (a), that could mean (a.1) less teams from each league, or (a.2) PDL and NPSL stays pretty much the same, and reductions come from the Open qualifying (say, one more round). P.S. Cosmos-B is a pro team, now? (This is what is stated in the NPSL article above.)
I'm skeptical that we will see a reduction of amateur teams. That has not been the trend. Pro expansion that we know of for 2017: MLS -Atlanta and maybe Minnesota (18 or 19 teams) NASL - San Francisco but possibly losing Minnesota (9 or 10 teams) USL - Reno (18 teams) So that is a net increase of 3 pro teams. There could be more but those are all that have been announced. Any more new USL teams are likely to be MLS2 so they don't count at this point. I guess Austin could come back on relatively short notice. At this point it is hard to see the NASL adding any more for the 2017. Especially that would start in the Spring season and thereby be eligible for the Open Cup. 2018 could be a bigger increase but we only know about 2 more teams for sure right now (LAFC and Nashville). The NASL is talking about adding a bunch of teams but none of that has been announced yet. Any reduction of amateur teams would probably be back to the 8 teams coming out of the amateur qualifying tournament instead of the 14 that they wound up letting in.
Cosmos-B has always been a pro team. It functions as a reserve team for the NASL team and at least some of the players are under pro contracts with the NASL team. I believe that most of the NASL-controlled teams in the NPSL are pro teams except for Indy Eleven NPSL.
