    Who is really optimistic?

From what it appears, the franchise clubs play in the top tier, the I.League clubs will play in the 2nd tier, but won't even get promotion unless they pay a franchise fee, this isn't a proper structure.

Just look at clubs like Pune, Churchill Brothers, Royal Wahingdoh and Mahindra who have all pulled out of the league in recent years. They just don't see any point in playing.

I don't think we are there yet to face a european or a south american team, although we believe we got the potential to be in the top 15 in Asia ,it will take time

    Who's not ?
Let me tell you something, other than these 3 clubs most of the clubs neither have the fan following nor financial ability to play in the top tier that is ISL,Franchisee fee as i understand is just to make sure that the clubs playing in ISL have the financial muscle to do so , although i believe that the amount will be brought down .and why ? because they don't want clubs wrapping up season after season citing financial problems thereby affecting the stability of the league like what happened with the I-League.
There will be 10 clubs in the I-league next season
East Bengal,Mohun Bagan, Bengaluru FC will be absorbed into the ISL eventually
Aizawl FC and Shillong Lajong FC are more than happy to play in the League One , as it provides them with greater shares from Central revenue unlike the I-league where you don't get much .The philosophy of these two clubs is to give local players a chance to play in the national arena ,thus they don't spend much on foreigners or coaches or infrastructure or basic training facilities. Both these clubs have good supporters base but that alone can't be a reason for them to be included in the top tier.
Mumbai FC and DSK shivajians are already in talks with the ISL franchisees in their city for a merger
like Mumbai FC will merge with Mumbai City FC and DSK shivajians with FC Pune City as far as i can tell
There's also a rumor that DSK will continue as a seperate club ,them too are more than happy to play in League One according to the Club's CEO for obvious reasons .
Then the remaining clubs are from Goa Dempo SC , Salgaocar FC and Sporting Club de goa
Dempo SC 5 time I-league champions owns the FC Goa franchisee along with two other businessmen in the ISL and they are happy to continue with FC Goa
Then there is SCG and Salgaocar , these two are not appealing marketing wise or supporter wise or financial wise
And why do you think it's not a proper structure ?
Every country has got to adapt a system or strucure wich suits them most, and this structure suits us
Look at the successfull A-League in australia ,They don't have pro-rel even after being a successfull footballing country
When they formed the A-League the teams were selected by bidding processes not directly from National Soccer League
    Now about the structure again
The current 2nd division is a joke every year, the AIFF floats a tender to the interested parties and teams keep on coming in and goint out season after season
League One will be much better than I-league in every terms
Good broadcasting,Finacial benefits ,better organization, Prize money etc
League Two will be zonal with a proper stable structure and fixed amount of teams to prevent team going in and out like the current 2nd division , and with digital broadcasting and better revenue shares with independent tv deal money in according to the location of the club
League Three ,yes there is a league three, will provide opportunites to State League and Small clubs to be part of a national competition and ofcourse financial incentives
Now these 4 tiers will be played simultaneously meaning that there will be more job opportunites for the players and helping the pool of pro football players in India
I-League is a failure ,Pune, Churchill Brothers, Royal Wahingdoh and Mahindra folded due to the same reason
And about the AFC competitions ,the ISL and Super Cup winners can represent India in the continental competitions
League One clubs will also play in the Super Cup ,thus they are not denied the chance to play in the AFC Competitions
Can't really cry about the past when we can have a good future
I hope i answered your queries , Do feel free to ask me anything regarding Indian Football

Not an European/ South American team vs an Indian team, but Real Madrid vs Boca in India for example.

Portugal vs Brazil was on the cards , but it didn't materialize

Other than that there's not much news regarding this type of matches
There was also this tournament called Sait Najee Trophy
This tournament was organized by the Kozhikode District Football Association (KDFA) under the patronage of Dr. Siddeek Ahmed, President KDFA, and was held in Kozhikode, Kerala, India, from 5 February to 21 February 2016. Along with clubs from different parts of the world, the Argentina U-23 national team also took part in the tournament. Brazilian footballerRonaldinho is the brand ambassador for the tournament

    https://en.wikipedia.org/wiki/2016_Sait_Nagjee_Trophy
No Indian clubs were there in this tournament as it clashed with the I-League schedule

Yes, I understand your points, but also the issue at hand here is that the AIFF have never supported the I.League, they've never really got behind selling the game, but when the ISL was formed they are jumping on this and pushing it at every opportunity.

The players, or the foreign players playing ISL have generally been retired players out for one last payday or the players have been on loan from I.League clubs. The teams are then wrapped up and restarted again a year later. The coaches are there for 14 games and then move on.

With ISL being at the top tier, are coaches sticking around to build up a club or just there for the quick book?

ISL will be a success, but I don't see the money filtering down to League 1 and League 2, although do agree that the structure is required.

I can only think the State Leagues most be killing off some of the fun for Indian football fans. Who watches a GOA State league and then wants to watch a Goa derby match in the I.League?

But over the years, most Indian competitions have been neglected. The Federation Cup only just went ahead this year. The Nehru Cup could be regionally strong but is disregarded and shunted to the side.

The three tier system can work well, but it's a bit misleading when you can't really get promoted to the top flight, you have to purchase your way into it.

When this all goes ahead, it does need a big AIFF Cup competition for everyone, not a Super Cup for a few teams but I competition that any club can enter. For example, I'm sure clubs like Churchill Brothers, Air India, ONGC would be happy to play state league football but also take the opportunity to play big major clubs in a country wide knockout tournament. I'm sure that would suit them.

If in 2017 the ISL will have only 10 teams, I think that the other 2 teams will be Bengaluru FC and Hydearabad. Instead if as I hope the teams will be 14, I see also the East Bengal FC and Mohun Bagan AC in the top tier.

AIFF is not that rich like it's cricket counterpart .They couldn'y spend much money for the I-league because they are financially not that strong,At one point of time ,after we qualified for Asian Cup 2011 BCCI had to donate some money for Football team's training , it was that bad.So yes they didn't market the league ,they expected the clubs to do it for themselves .Most of the clubs like SCGoa completely neglected the marketing part by blaming AIFF.Now about I-League again ,when it was formed most of the stadiums in which the game had been played had no floodlights for evening matches so the games were played mostly on afternoon in blistering heat,AIFF also had no money to pay for the floodlights in the evening matches(Yes,They pay for the electricity use too ), so that kept away supporters from attending the match . AIFF pays subsidy for travelling , hotel stay and organizing for the clubs and they used to get a very low amount from TV deal and Sponsorships. So naturally when IMG-R came on board with the idea of an IPL type league which benefits them a lot financially they were happy and supported it .IMG-R now pays rs 50 Cr(7 Mil USD +) to the AIFF each year. They need this money and look at the changes in I-League , evening games under floodlights ,more subsidy ,more prize money etc .See they need this money to conduct various age level leagues ,2nd division, santhosh trophy ,I-league,NT etc .They are pushing it because it a necessity for them for their survival.

Yes the tournament featured some age old stars like Trezeguet,Del Piero,Pires etc
When you start a league it's success also depends on the buzz it creates and trust me, these stars grabbed a lot of attention.See ISL was supposed to be football's IPL ,it's purpose was to market and popularize the game and they have had huge success on that front and these age old players played a part too in getting the fans to the stadium. And if you compare these the ISL seasons, you can actually observe that ISL clubs are focusing on signing younger players and fitter players now, they have introduced some rules, such as salary cap, marquee criteria etc for players to make sure that the clubs don't spend big on age old superstars.
When ISL will become the top tier , the league and play offs will last from Aug - May including pre season and Super Cup.That's 10 months ,i think it's enough time to understand whether the coach/manager is good or not.And FYI even though ISL only last for four months , including PS, it's coaches namely Zico,Materazzi,Habas signed two year deals. So you can safely say that the managers are not reluctant to be committed with the club for a long time. And see the manager the ISL clubs are signing , Sergion Farias , Cesar Farias, Molina etc .These guys are proven winners.
ISL is organized by IMG-R ,they are professional and the proposal they have made to the League One and League Two teams are financially promising otherwise they wouldn't have accepted it so quickly .
Nobody neglected the Fed cup till last year when they temporarily stopped it for a season
Nehru cup couldn't be organized due to cash crunch and AIFF was keen to start it again but NT coach constantine rejected the idea ,says he would prefer losing to Iran rather than winning against minnows .
When you see clubs shutting shop season after season ,maybe it's high time that finance is made a part of the criteria and personally i'm not against it .Many clubs came in with a lot of promises, new stadium youth academy ,etc etc and one-two season after making loss they just shut shop destabilizing the league .Maybe it's time they take some hard measures to make sure that things like that don't happen again.
I'm guessing that you are not that familiar with the cup competitions in India ,lemme just give you an overview
Fed cup was held on a single state or sometimes a single venue with all the I-League clubs and 1 or 2 2nd Division clubs .Durand Cup which is hosted by Indian Armed Forces is held in a single stadium in Delhi ,in which they invite teams as per their liking .Super Cup will be held in home and away format in which there will be 4 groups consisting 4 teams taking the total number of teams in to 16 .2 clubs will progress from one group to the knockout phase .10 ISL teams + 6 League One teams lasting for two months. This Cup Comp is gonna be better than any other Cup comp we've ever had ,atleast it looks like it on paper.Let's see what happens when it's actually materialized.

Hyderabad have the infrastructure for a franchisee ,we will see a team from there in the future but we don't have one now from there
AFAIK ISL will start with 10 teams ,ATK will merge with either EB or MB
After 3 years two more clubs will be added from different city ,most probably from Hyderabad and Chandigarh
After 5 years two more clubs will be added ,Clubs from those cities which already have a club will also be considered
After 7 Years Relegation Promotion will be introduced
    * According to the roadmap presentation

The Federation Cup just played was home and away format.
The edition before that was played in Groups.

I don't know what difference the Super Cup will bring, as this will only feature clubs in the league system.

What happens to the clubs outside of the league system. The answer appears to be nothing.

They could have made the Federation Cup there best competition, but instead they want to kick it to the side and launch a new competition with a new name that has to feature 'SUPER' in it, although, it probably won't be super!

But this is the point, all they do in football in India is re-launch systems and competitions, they get bored with what they have.

The highlight for ISL was that is was over and done with quickly, games everyday, it brought excitement. When games are only played at the weekend it will kill of the ISL brand that was fast, it had action everyday, now you'll be waiting 5 days for the next games so it will mould back into I.League status where the league takes 6 months and fans not winning get bored. They could sustain that over 3 months, i'm not sure about 6 months.

Many people have come up with plans in the past, and I'm sure many more plans can be made now and in the future.

But the people running the AIFF are all mostly politicians and are not interested in actually developing football. For example, the president of the AIFF is a career politician who is famous for his catastrophic management of our national airline, Air India.

We need a combination of people who really care about football (ex-players or people who have been involved in the game in some form like coaching & administration), and businessmen who are capable & interested in developing the commercial side of the game (like Srinivas Dempo for example).

The ISL has done in 3 years what the I-League has failed to do in 10 years - generate massive national interest in the sport, generating some international exposure for Indian football (by bringing in some ageing former stars), and also making commercial performance a core part of the participating clubs' operations. They've managed to do this purely because the AIFF pretty much gave IMG-Reliance the rights to run it by themselves.

Difference ? Fed Cup IS the Super Cup, Fed Cup was renamed to the Super Cup
And they plan to make the old Fed Cup bigger and better
In fact it will be much easier for the supporters and fans to come to the stadium if the ISL is stretched to 6 months
It will also be a solution for the Viewer fatigue aka football overdose plus the interest it generated in the first two seasons was so huge ,i don't think sustaining the interest will be a problem
For clubs outside the league structure,The state leagues are run by state football associations till now and they will continue to do that in the future.

"But this is the point, all they do in football in India is re-launch systems and competitions, they get bored with what they have."
Maybe , but i'm gonna take this roadmap seriously because IMG-R have professional and expert people working behind the scenes and not the AIFF.

Spot on about Praful Patel, and we do have a lot of ex players at the executive committee and at the AIFF like Baichung,Abhishek Yadav .Shrinivas Dempo is one of the vice presidents of AIFF, so you see they are all already there. And Again spot on about ISL.

There is some correction regarding the structure of Super Cup,i'll explain
16 Teams will play in the Super Cup
4 Groups consisting of 4 teams each with 2 teams from each group advancing to the QF
Top 8 teams in the ISL and the top 4 teams of the League One will get direct entry
Bottom 2 ISL clubs ,bottom 6 League One clubs and all the 10 League Two clubs will play qualifiers for the remaining 4 Spots.
All the group games will be played in Home and Away format.
The winner and runner up of the Super Cup will represent India in the AFC Cup/AFC CL
ISL,League One ,League Two will have 10 teams each and will be played simultaniously from Oct-March
All the tiers will undergo expansion after phase 1 ,which is 3 years

How can the Fed Cup be the Super Cup if the Fed Cup is planned to be re-launched!!

All it is, is the Super Cup taking the allocation for Asian spots over the Fed Cup.

Dude, they rebranding the FED CUP and rename it as SUPER CUP
Gonna make it bigger ,better and attractive
and it is also a meritocratic way for clubs to take part in AFC Competitions
All the clubs from the 3 tiers have the chance to make it
    What's wrong with that ?

India are set to make their maiden appearance in next month’s Under-17 Futsal World Cup, after being invited by the sport’s governing body, the Association Mundial de Futsal (AMF), as a wild card to take part in the event.

The competition, among futsal’s biggest global events, is to be held from July 11-20 in Paraguay, with India one among a total of 12 competing countries, a media release said on Monday.

What's wrong is that they don't need to rename it, they just make it work as it currently is. Clubs already take part in AFC Competitions through winning this tournament, albeit, the AIFF did try to cancel the competition!

There's nothing wrong with the 3 tiers taking part, what I guess is wrong, is that the clubs outside of the 3 tiers have nothing.

It's fine that the structure will take place, it's what Indian football needs, but why they decide to crush the whole history of the game in one swoop seems odd. The big clubs of Calcutta will disappear. Does that not bother you? It's like killing off Arsenal, Chelsea, Tottenham, West Ham and all the other London clubs to form just LONDON.

What's the problem with rebranding something to make it more attractive ?
Fed Cup even though have a long history is a failure in terms of appeal or finance or attendance
They are just giving it a much needed push
AIFF did tried to cancel the competition before because of financial crunch, even though they did not and last year they did because of the calendar congestion
Clubs outside top 3 tiers ? Which club ? We have clubs outside the league structure and they play in State leagues and its even better for them ,they get to enter a national competition via League Three which will start in 2020
And again ,which big clubs in Calcutta? a far as i know , there are only 3 big influential clubs in Calcutta
East Bengal ,Mohun Bagan And Mohammedan Sporting Club ,otherS have history but are merely state league clubs
and most of them haven't played a single season in I-League or 2nd Division League.
EB and MB will play in ISL, Mohammedan already is at death bed due to financial problems ,they will play in the League One much to their releif ,League One is gonna be much more rewarding financially
I've been following Indian Football for a long time to understand the fact that football can't be run on passion
It needs money, It needs a financially sustainable structure and that's what this plan gives us
