Well I still think if they are going to straddle the traditional offseason they need to take into account that there will be player movement between teams, and instead of a blanket policy that covers both sections instead break that rule into two sections. As far as the roster approvals, it may not explicitly say they will, but if they are calling them approvals then they should because it is implied by the term approval. If they are actually simply submissions they should not be calling them approvals unless they want to actually go through an approval process of making sure the roster complies with the rules. If they are calling them approvals they are poorly communicating what is actually going on, in which case I hold them at fault when a team makes a mistake that could have been prevented with better communication. As a general rule when trying to communicate an idea the burden is on the party communicating the idea to make it understandable to the person receiving the communication. So when one party says approval when they actually mean submission I hold that party responsible if the receiving party thinks they meant approval when they said approval.
Just to follow up on your comments about rosters and cup-tied players... The 2016 US Open Cup: What a Mess! The 103-year-old US Open Cup is now in the 3rd round. However, it is challenging at best to follow this great historic tournament. It is a snapshot of what is wrong with the US Soccer Federation (USSF). The problems stem from rule changes, lack of information about rosters and results, and more. Fans are left with the impression that the USSF could care less about the tournament and growth of lower league soccer clubs in the US. The 2016 Cup tournament is coming off as a joke. But I’m having a hard time finding any of it funny. http://midfieldpress.com/2016/05/22/the-2016-us-open-cup-what-a-mess/ Aggressive USSF US Open Cup Advertising Concludes With Singular Scheduled Tweet May 10, 2016 The US Soccer Federation (USSF) concluded their aggressive US Open Cup advertising with a singular scheduled re-tweet on the day before the USOC kicks off shining an impressively dim spotlight on the annual tournament.
And despite this interest grows in the tournament, granted, the growth is very small year over year. Eventually, in the year 2030, the open cup will have a breakthrough year!

Huh. What's the story here? @chrisbrannick85 pic.twitter.com/9XHretdkqU— RayoOKC (@RayoOKC) May 26, 2016
Can read all about it here. http://newsok.com/rayo-okc-backs-out-of-agreement-with-energy-fc-supporters-group/article/5500575 To sum up, Rayo took offense to...something. Word is it was things that were posted on The Grid's website regarding the state of the pitch out in Yukon. Whatever it was, they rescinded the agreed upon allotment of 100 tickets in a single section for The Grid, blocked that portion of the stadium (which incidentally was the cheapest seats) with a "Sold Out" on their website and said that The Grid could purchase tickets, not together, through the Rayo site. Basically Rayo took offense to something people said on the internet and threw a tantrum. ***EDIT*** Apparently the article had been updated since I first read it. I really was about the comments about the pitch. That's it.
U.S. Open Cup | Indy’s Jon Busch Has Been There, Won That The veteran goalkeeper hoisted the silverware in 2002 “You look at the roster back then – Brian McBride, Brian Maisonneuve, Jeff Cunningham, John Harkes, Kyle Martino, Edson Buddle – guys who had unbelievable MLS careers, but for a majority it was the only Cup we raised in our careers,” Busch said. “It was so very special because of the group we had. I was fortunate, as one of the young guys, to be around those guys and to see how much it meant to them. It really showed the young guys. It meant a lot to us but meant so much more to them. “When you’re young you don’t understand how hard it is to win in any sport. To sit beside a guy like Maisonneuve after the game and watch a grown man, who had given everything to the sport, sit there and have tears in his eyes, it really hit me hard, just how difficult it is to win trophies. It was special.” http://www.nasl.com/news/2016/05/31/us-open-cup--indys-jon-busch-has-been-there-won-that
Well, NASL is 1-for-1 in advancing over USL so far today, even if it took penalties... My hope is that all NASL home teams successfully advance past their USL opposition. (Sorry Loons, I'm biased there!)
Another NASL win over the USL as Indy Eleven beat Louisville City FC 2-1. Louisville was sitting in 1st place in the USL table.

Well its not official, but Carolina is going to be the 5th NASL over USL win of the night. They're up 3-0 against 10 man Charlotte now.
