Actually, two second-round winners advance to the tournament proper, and 12 teams play the third round, April 2-3.
I thought so but the USSF lists it as 1-0. Apparently the score of a forfeit is determined by the sanctioning organization of the tournament or league. There is no specific score listed for forfeits in the Laws. The U.S. Open Cup rules talk about forfeits but do not mention a specific score. In a knockout tournament where the score of a game has no influence over anything, 1-0 works just as well as 3-0.

Yup; we're losing more and more of these puppies. (Are you sure it was "Cosmos B" that made the decision, or was it made for them?) After everyone lauded the introduction of the MLS-run USL teams, and then NASL-run NPSL teams, the "market correction" occurs after the warts of constant expansion occur in the real world. I also think that USSF doesn't want to deal with the messiness of charging MLS / NASL teams with interference in the workings of teams, and just tossing individual (parent) clubs out of the tournament for a few years. A blanket exclusion of "parent-owned" teams seems like a solution that satisfies no fan base. And just to ask.... isn't it interesting that the two cases sited (Red Bulls II / 2 / B, and now Cosmos II / 2 / B) are both New York teams? It may come down to who wins the Motagua/Queen City game. If that is Motagua maybe they get matched up with NTX and the Miami area winner gets matched up with Aromas leaving the byes out West for the Northern California winner and the Colorado winner. If Queen City wins maybe they get matched up with Aromas, NTX gets matched with the Colorado winner leaving the byes for Miami and Northern California. Or the Northern California winner gets matched up with the Colorado winner leaving byes for NTX and the Miami area winner. The distances are pretty close between a lot of these.

Not likely. If their league begins to meet the minimum standards by then (number of teams, number of league games etc.) then they will have to enter the Open division qualifying tournament just like everyone else in the USASA, US Club Soccer & USSSA.
The other thread started today got me to thinking. Why doesn't the USSF just let all 14 of the remaining amateur teams into the Open Cup proper? That would make 42 amateur teams. Round 1: 42 amateur teams, 21 games Round 2: 21 winners plus 17 USL teams, 19 games Round 3: 19 winners plus 11 NASL teams, 15 games Round 4: 15 winners plus 17 MLS teams, 16 games I think that is correct for the number of pro teams that we will have next year. Eliminating six of the amateur teams in January just makes things more complicated.
With San Antonio joining USL we now have these numbers for 2016: USL - 18 teams NASL - 10 teams MLS 17 teams If the Scorpions actually move to Las Vegas that NASL number could go back up.
