There is no way that Bayern II can be assured of promotion, since, even if they win their division, they still have to go through a play-off.
Well, tbf, how many even ardent football fans know about how the lower divisions are structured in other countries? Mostly, the blame falls on Klinsmann, for calling up a fourth division player and starting a ridiculous hype around him.

Not really. The reserve teams in the RL system is for player - young player - development. Getting promoted to BL3 is a lot like EL qualification for EPL teams; the prestige is gratifying, but you have to add experience and bodies to make the squad competitive in BL3 competition, an expense and a pain that brings very little gain hile denying 2-3 more starting places to youngsters. If anything, the jump in standard from RL to BL3 is so great that many player development benefits from league play are lost. In the RLs scrawny kids with great technique and high soccer IQs learn how to beat beefy hard men with with PhDs in football's darker arts who are playing for something meaningful (like a contract extension). In BL3, the hard men have decent-to-good technique, higher IQs and are much faster & fitter than RL. The young kids get blown away in a lot of games. Basically, the clubs mostly don't care about II team promotion and when they do care they'd secretly rather it didn't happen.
^^ Also need to mention that BL clubs reserves who play in the 3.Liga always struggle and fight relegation there and some eventually got relegated after 1 or 2 season. Bayern II played in the 3.Liga for 2010/2011 season and got relegated being the last in the table (7 wins in 38 games). Dortmund spent a couple of season there and finally got relegated last season. If you go and check the squads for those teams in 3.Liga you would only find one or two players managed to made it for the first team full-time. That's why some clubs decided to abolish their U-23 teams, as in Bayer Leverkusen case. They are one of the best clubs in Germany for developing young players, but still decided to get rid of the U-23 one or two yrs ago. If you are good for the U-19 you will get promoted to the first team or go on loan to a 2.BL club.
Very true. I'd forgotten about Leverkusen completely. Spending an entire season struggling against relegation only to finish last - being hammered a couple of times a season - doesn't do anything for a 19 year-old's psychology. Better for the team to stay in RL and players to go on loan.
The Bayern management has publicly stated that they want their reserves to play in the 3. Liga. It is true that some teams (mainly avaricious Frankfurt) fear an additional financial burden should their reserves get promoted, while others follow the Leverkusen model that has been explained byFootball Master. Most clubs however want their reserves to play as high up as they possibly can, and Bayern are very much included in that group. For most fans of German football that are not Bayern fans it is actually quite amusing to see Bayern II fail, year after year, to archieve their eagerly desired promotion.
