Right now the criteria for owning Rangers is not be a convicted felon - at least not a currently incarcerated convicted felon - and be worth at least 4 lbs sterling. It is also suggested you be alive, although Dunn might make an exception.

Its the lowest division of the Scottish League pyramid so of course it is where any new incarnation should begin. Rangers wouldnt hang around there long, even starting with 0 players and living within their means. On the income from a 51k stadium they would be able to outspend most SPL sides. What is the counter argument for letting them liquidate the company, write off £120m of debts and restart again in the SPL, with their trophies and history....?
They confirmed today that the club is beyond saving now and will have to liquidate and form a new company starting again in Div 3.

For anyone interested, Rangers lost their appeal against a transfer embargo. The new (widely mocked) owner of Rangers is going to try and bring the club out of administration through $150m debts and with a transfer embargo in place. Rangers are also still under investigation for a tax scam that if proven would equate to 12 years of fielding ineligible players.
