I know exactly where he grew up. I watched him play for a long time. I also know it took almost 14 months for him to get that passport after rejecting MLS' offer.
14 months doesn't seem like that long a time to get citizenship and a passport for a kid who wasn't born in that country, whose parents weren't born in that country and whose grandparents weren't born in that country. Frankly, its a joke that they can do it at all. The process has probably slowed a bit because of soccer and the abuses of people claiming citizenship through the ingestion of Chef Boy Ardee products.
IIRC, the process is much faster if you are seeking employment with a Serie A side and you're Argentinian. However, 14 months is a long time if you're planning on a summer transfer to Spain or England. The Dutch don't care, they'll just have to pay him the non-EU minimum of right around a half mil per season.
