Its funny how you compare the meaning of the word fluency between cultures. Swedes won't say their fluent unless they can read Dickens, a Ukrainian knows "shank you" and they're fluent. Funny story. A friend of mine was completing his doctorate at a Ukrainian University. He was presenting in front of the faculty in English, and said something along these lines, "In business, it is always important to get ahead of the competition." A faculty member stopped him and asked in Russian just why he intended to decapitate the competition.
