She has no idea how to answer the question (it's a really tough question to answer without specific knowledge of the educational system, etc.), so she panics. "Mention 'the Iraq' and South Africa" is what she was reminding herself beforehand, so it just comes out. To be fair, I have a Master's in education and I'd have had some trouble answering that. You can't say "because Americans are stupid," you can't say "teachers suck." There's deeper-rooted problems in the education system that you can't really get into in 45 seconds, and again, you have to have that specific knowledge. But it's still a funny clip.
