I have no clue who he is or what he brings to the table but I would assume American Alex Pama, the club's techincal director, knows Fuller. Making an educated guess but Pama worked in the youth club scene in Atlanta so that might be the connection.

Good new to hear for Kephren. It sounds like he will be a 1st team player barring the ok from the KNVB. I take it his "amatuer status" on the contract is similar to what Charles Kazluaskas recieved when he arrived at Top Oss from NEC. I guess because Juliper league clubs struggle to pay the minimum foreign salaries the Eredivisie has in place, they use "amatuer status" and short term deals with options to re-up after a year. Not bad business and a decent way to stretch your money out. Kephren, from what I've gathered was not a prolific striker in college, so does anyon know where Cambuur plans to use him?
The Gold Division has problems paying salaries 1/4th of the non-EU min ... but this is a room and board plus per diem and car sort of a deal, I'd think. If he does well, he may be loaned out somewhere outside the Netherlands where he could make real wages and improve.

http://www.yanks-abroad.com/content.php?mode=news&id=002091 Turns out that KNVB has denied the contract of Fuller that was porposed on an amatuer basis so he will now play for an amatuer side who's a partner of Cambuur. Bad luck for the kid but Cambuur will monitor him and hopefully they reapply after a period of time, or at least I hope.
His best bet is to do some learnin' with the amateurs and then try his luck in a neighboring country. The Netherlands' $420K min salary is a major deterrent for younger non-EU players.
Update: Kephern is exploring options in Belgium at the moment. For now he's still a trainer in No. Va.
