Professional soccer leagues come in different models.

Some include teams labled as Semi-Professional depending on the pay each team gives.

The model thought of in the United States is much different that that in the rest of the world - is is based on other American sports leagues. Teams are in a league at a certain level, and usually never 'go up' or 'go down' from that league. For instance, a very bad team in the top professional baseball league has no fear of being dropped from the league - thus lacking that incentive to improve (and because the lower income teams get money in the form of a 'salary tax' on the highest spending teams, they actually can make a tidy profit.)


The other national leagues follow the 'relegation/promotion' model. After the end of each season, a certain number of in each league is either 'relegated' down to the next lower level of league or 'promoted' up to the next higher level of league. The relegation happens to the lowest teams in a league while promotion happens to the highest teams in a league (except for the very top league.
