They are burning bridges with young Americans. Hannover might've been relegated, but they are a rich enough club where they don't need a few extra hundred thousand. I suspect this is more about being upset the player wants to leave and not sign than requiring the transfer fee.

Soto turned from "yet another guy with some youth goals and half a cup of professional coffee to his name" to "the guy who beat France in a FIFA tournament on global television" this summer. This is probably Hannover's best chance to profit from that, which I would guess would be seen by the club as a windfall. It seems like comparatively simple business to me, even if some people might be unhappy about how it's being conducted.
