Nico Nazal (2000) was raised in Maryland and is now playing in the top tier in the Philippines. He was recently called in for the Philippine U19s for a tournament, but not sure if he played:

So -- @BostonRed (or anyone else), did he have to file a one-time switch to play for our U18s? If so, that's quite a whirlwind few months for the young man.

I see his case similar to the Nebiyou Perry case. He's provisionally cap-tied and wouldn't do a one time switch for a simple camp call-up. Brian Sciaretta thinks you can do this (play in a friendly after a provisional cap-tie) without penalty.

Here's the paragraph of the FIFA Statutes that would be in question:

    https://resources.fifa.com/image/upload/the-fifa-statutes-2018.pdf?cloudid=whhncbdzio03cuhmwfxa

Paragraph 5-2: With the exception of the conditions specified in article 8 below, any player who has already participated in a match (either in full or in part) in an official competition of any category or any type of football for one association may not play an international match for a representative team of another association.

Article 8 is the section on a one-time switch.

Here's the part of that article that most applies:

Paragraph 8-1(a): He has not played a match (either in full or in part) in an official competition at “A” international level for his current association, and at the time of his first full or partial appearance in an international match in an official competition for his current association, he already had the nationality of the representative team for which he wishes to play.

Now, understand that there can be opinion letters and court rulings and other interpretations that modify this, but the language in the 2 paragraphs is consistent.

Obviously in Para. 8-1(a), the "international matches" they are referencing are ones in official youth competitions. And the language in Para. 5-2 is pretty much identical. Play in "an official match in a competition" and you can't play for anyone else. The fact that it says category along with type (which usually includes beach, futsal and the like) tells me "category" would include youth matches.

Seems straightforward, but it could be a matter that FIFA has decided they really don't care about. Or that there is no real punishment.

Thanks -- that's about what I figured. (And, philosophically, it seems logical enough that players at this level should be able to do stuff like this without administrative penalty.)

Alexis Cerritos is playing for El Salvador in the UNCAF U19 tournament. He's started most games (As "Ronald" Cerritos) and scored a goal:

at this rate unless he changes his mind, he seems headed to a Germany provisional cap tie.

He's only ever been a fringe USYNTer with a handful U19 (in essence, U20 B-team) callups well over a year ago. And now he's not playing anymore in MLS. Mexico seems good enough at left back that Edwin Lara, likely a better left back prospect, is being left off the Mexico U20s. With Robinson, Acosta, Gloster, Dest, Bello, Lindsey, Ritchie, Hernandez-Foster, and others, we don't really need Farfan either. The gap between Robinson who may well be a future Premier League starter and more than held his own against star-studded France, and Farfan who can't even get on the field in MLS, is massive. Right now neither federation has reason to be interested in him.

Maybe, but he surely still qualifies for U.S. U23 callups (I don't know if he would accept them, but I assume so) given the vagarities of Olympic qualifying, positional need, and his resume.

If he wants to play for England, thats his choice and he shouldn't be criticized. What I would criticize a player for is doing that sort of thing where they are just rotating between YNT's. Maybe he's decided he doesn't want to play for the USA, and this call up to England is him spelling that out. If he is now back to playing for England, he shouldn't be with the USA the next time our 01's have a camp.

Huh he JUST finished the camp he had with us, he couldn't have been back in England for more than a week. I wonder what's the shortest amount of a time a player has represented two countries before? This might be close because it'll be 2 countries in 1 month.

it's becoming a recurring theme for duals, too many rotate all over the place. Especially when it's non competitive games. U18 is that group level where it's nothing but friendlies.

what doesn't help the US is that he's provisionally cap tied to England, which is why him going back to England makes sense. Although, imo, he should never have went for the US camp to begin with.

There is no point of using your 1 time switch at the youth level. Do it for senior level.

who knows maybe he's keeping his options open or maybe he's trying force England to keep calling him up otherwise they could lose him.

On that subject of Balogun accepting a US callup possibly in part to make England take a harder look at him, perhaps Farfan is doing something similar to try to induce a US callup.

Of course there's a big difference in that Balogun is a significantly higher-rated prospect who has significant interest from multiple countries. But Farfan knows on some level a Mexico callup is highly unlikely, right (even more unlikely than a US callup)? For youth teams, he's eligible only for their U21s/U23s, and they're unlikely to call someone who is hardly playing in MLS. Mexico youth teams seem good enough at left back to be leaving out Lara, who most of us would take over Farfan. Even the US, who would be more likely to call up Farfan, has only ever seen him as a fringe US youth player. Maybe Farfan is floating this news out there so that the US takes a harder look at him and calls him up to the next U23 camp. I doubt it's truly the case that Farfan will now refuse all US callups and will hold out only for Mexico callups.
