Most of what I know is from media reports, but there seem to be 2 pathways:

    1) Inbound to the federation: Parents, teammates, coaches, agents & even the player herself will approach the federation directly or through intermediaries. The player may sign up for a tryout camp held in another country or respond to an announcement looking for eligible players.

    2) Outbound from the federation: Federations often employ scouts who assess talent. Part of their responsibilities might include identifying and recruiting foreign-based players. Once a talented player comes on their radar, they will try to convince the player to make herself available for selection. Leads on who to approach can come from the sources above, from media reports and even from fans.

Another thing I should add... for many of the smaller federations, an American prospect is often going to have to pay for things like flights out of pocket. And, as someone who is going to cost the fed more money, you'll need to be better than most of the other prospects, especially if you don't speak the local language.

While I can't confirm US citizenship, it looks like Kristina Garcia is US raised (and still in high school). She recently played for the Dominican Republic in Olympic qualifying:

A player on the Argentina WWC roster who got missed this summer:

    https://www.footballtoday.news/features/essendon-royals-signs-argentina-international-gaby-garton

Argentine international, Gabriela (Gaby) Garton, will be playing in Australia next year after signing with the Essendon Royals senior women's team that competes in the State League 2 North-West.

The American born goalkeeper has dual nationality thanks to her Argentinean mother. Garton made her way through the US college system playing for South Florida Bulls and Texas College Rice Owls, and trialled in Argentina after she graduated from college as a sociologist.

A member of Argentina’s 2019 FIFA Women’s’ World Cup squad, with two senior caps to her name, Garton represents a real coup for the Royals. She has previously played for Argentinean heavyweights River Plate and UAI Urquiza, and earned her first senior cap for Las Albicelestes in 2015 during the Pan American Games in Toronto.

A couple of Yanks on St. Kitts:

(Free article, no sub required): https://equalizersoccer.com/2019/12/06/jene-baclawski-american-coach-saint-kitts-and-nevis-womens-concacaf-olympic-qualifying/

Baclawski explained that about half of her players come from the island and half from abroad for a 50-50 balance. Saint Kitts and Nevis is led by American-born Phoenetia Browne, who played this season with Aland United in Finland after lining up with Olimpia Cluj in Romania the previous season. She grew up in the Bronx in New York and played at Columbia University, where she completed her bachelors’ degree, and then finished her college soccer career at the University of Texas, where she completed a masters’ degree in civil engineering. Browne played for New Jersey Copa in the first year of UWS in 2016 and made the league championship final before heading to Europe.

Ellie Stokes is a teenager who was born and raised in the United States and plays for Baltimore Armour U-17, while two other teenagers, Cloey and Kayla Uddenberg, were born in Canada and play youth ball with the Aurora Soccer Club in Ontario.
