Most of what I know is from media reports, but there seem to be 2 pathways: 1) Inbound to the federation: Parents, teammates, coaches, agents & even the player herself will approach the federation directly or through intermediaries. The player may sign up for a tryout camp held in another country or respond to an announcement looking for eligible players. 2) Outbound from the federation: Federations often employ scouts who assess talent. Part of their responsibilities might include identifying and recruiting foreign-based players. Once a talented player comes on their radar, they will try to convince the player to make herself available for selection. Leads on who to approach can come from the sources above, from media reports and even from fans.

Another thing I should add... for many of the smaller federations, an American prospect is often going to have to pay for things like flights out of pocket. And, as someone who is going to cost the fed more money, you'll need to be better than most of the other prospects, especially if you don't speak the local language.
