Work Permit appeals

    I was wondering if anybody could clarify some things about work permits. I had always been under the impression that they were fairly difficult to get appealed but after looking at some recent cases I'm confused.

    Rabiu Ibrahim was granted a work permit in Scotland despite having only 3 professional appearances and a dozen or so U17-U23 appearances.


    I realize that Scotland may be different than England, but recently I read about Henrique who was denied a work permit but found this quote.

    Henrique at least has about 30 appearances in Brazil, but is still uncapped with only U20 appearances for the Brazilian team.


    David Hoilett was a similar case with about 30 appearances in the lower rungs of German football, and without ever having appeared in a national team game at any level, was granted a work permit to return to Blackburn.


    Ryo Miyaichi had only a dozen appearances at Feyenoord and U19 callups for Japan but was granted a work permit.


    So without continuing to go on and on I'm curious if anybody can explain the appeals process and if it is in fact easier to get an appeal through than maybe it appears?
