I don't think Concacaf will ever make an MLS club play in the CL, but you're right that based on merit the top Costa Rican club, and possibly a couple of other Central American ones, deserve better treatment than the fourth American MLS club.
Liga MX fans shouldn't go into next year or any CCL assuming that MLS won't have any Semifinalists or will have their Semifinalists get blown out. MLS fans shouldn't go into next year or any CCL saying MLS is almost as good as Liga MX or that it is 50-50 what league produces the champion. Those two sentences change if MLS gets much better or (hopefully not) much worse in the long run. scoachd1 may be right that there is a lag about when people notice things, but nobody can notice MLS doing almost as well because MLS hasn't done almost as well. If MLS does almost as well one-third of the time and much worse two-thirds of the time, that isn't almost as well.

Yes, the 2000 Champions Cup was played in January 2001. But failure to win the 2020 CCL will mean 20 years have passed by the time the 2021 CCL is played in February of next year.

I simply do not believe that the USSF has enough development to provide players that can compete against the other CONCACAF Teams, mainly those in Mexico.
