It's a typical anti-choice attack on Sanger.. Particularly considering that Planned Parenthood didn't start performing abortions until after Sanger's death and that her primary focus wasn't to perform abortions, but to prevent the need to perform them by making sure women had easy/safe access to contraception. There is also attempts to conflate her support for eugenics in general with the seedier side of eugenics that wanted to eliminate African Americans.. This is generally done by claiming she was racist because she felt that whites had a responsibility to look after African-Americans and a pervasive lie that Planned Parenthood's are placed in African American communities more than White neighborhoods. While her "maternal" view on the relationship between Whites and African-Americans would certainly be viewed as racist today, they were downright progressive by pre-WWII standards. Particularly her belief that by giving African-American women the ability to choose when they would have children, they would be able to better improve their economic standing..
