exchange jerseys at halftime of ordinary campeonato games? if for no other reason, most of the clubs are so broke i can't imagine that they can afford 20 new game jerseys for exchange purposes every game.

The jersey is provided by the apparel sponsor ( be it nike, adidas, finta, etc...) so it's not a matter of finance for the clubs.

Many of those jerseys will be discarded at the end of the game because of streches, rips, tears, you name it.

As with tire companies in motorsports, the field is a testing ground for new fabrics, designs, stitch strength. So the apparel sponsor is getting some good R&D too.

Also keep in mind that one jersey doesn't cost nearly as much to manufacture as what we pay for them.
