I heard some rumour about him trying to find some way to keep his residence in Belgium even after this move, but that is unlikely to work (from what I can tell, there's no way to pull that off that would pass the smell test with FIFA or the Belgian government). This means that you're right - Belgium is off the table now. This was inevitable in my eyes (it seemed pretty clear from even the halfway point of his first season that he'd earn a move abroad before spending enough time in Belgium to gain the nationality), but now the conclusion is pretty final to all. Jamaica is his only international option (unless Craig Butler wants to start trying to bully the German FA into capping him in 5 years - good luck with that). That doesn't mean he has to play, however. The feud between Craig Butler and the JFF shows no signs of being resolved - Butler remains as disagreeable as ever and his conditions and demands are intolerable (Genk and Belgian football fans have just learned this the hard way as well - they're happy to see him leave). This is especially true as it relates to Craig Butler's vastly less gifted biological son, Kyle Butler, who Craig has been using Leon as a tool to elevate for many years now. The two are sold as a package deal and you can't get Leon without giving allowances to Kyle - Genk was forced to start Kyle Butler in their reserve team for this reason. It was Craig Butler's insistence that Kyle be brought to first team winter training this January that helped to force this exit to Leverkeusen - prior to this month, it appeared possible for Leon to stay until summer or sign and be loaned back to Genk, but the demands Craig was trying to force were getting too high. When Genk refused to bring Kyle along (noting that they weren't bringing any reservists to winter training), Craig went to the media and began stirring things up with statements about the need to look out for "the future of my sons" and flatly indicating that offers for Kyle would dictate what happened for Leon (read: any team handing Kyle a shot would be in the lead for Leon). These kind of demands extend to the national team - trying to cap Leon means finding room for Kyle and all of the many inferior products of Craig Butler's "phoenix academy" who can't even hold their own in the Maltese top tier but who Craig dictates are ready to dominate internationally (this year Craig established a special deal with Maltese club Mosta FC - several of Craig's academy prospects were sent to Mosta and are in the team; Mosta is currently #11 out of 12 teams in the Maltese Premier League). Suffice it to say that I can easily foresee Leon never representing Jamaica (and, thus, never playing internationally at all) for as long as Craig Butler is his agent, and I can also easily foresee Butler forever remaining his agent. As far as I'm concerned, Bailey doesn't exist in the Jamaican player pool and quite plausibly never will.
From a very good source, he will never be called up for Jamaica ever again not as long as his dad continue to play the ass in trying to force the JFF's hand regarding less talented players such as his own son. Not worth the headache from this ego maniac dad / guardian / agent /manager /spokes person. Good player, not good enough to put up with the baggage even for a side like Jamaica that needs all the help they can get.
