What would a 40 team WC mean for CONCACAF?

    Yup. They set a baseline and used a metric for further allocation of the remaining spots. Nothing worn with that. They could have selected either a different metric or lower baseline (or a combination of both) to grant UEFA greater opportunities to attain more spots. But the fact is that if ANY baseline is used, UEFA won't get what its rankings would suggest.

    For example, if they granted each confed (except OFC) 1 auto spot for its continental champ and based the allocation on their metrics, UEFA would still be underrepresented based upon the system. Part of that is due to the allocation of one spot. Part of that is due to the fact that lower ranked teams don't always lose to higher ranked teams. They're going to take some points/make progress and that is the basis for their system. If you're looking at rankings, the number 20 team is always ranked higher than the number 60 team, so on the basis of rankings, you would want #20. In reality, number 60 might be worthy of 0.3 spots compared to #20s 0.7 based upon their historic outcomes at those magnitudes of ranking disparity. Add up the lower rated teams outlying performances and that will chip away at the superior confed's "rankings only" allocation.
