Since Panama didn't really score the goal that got them into the World Cup, they should have to play a 2-legged playoff with Chile who won both the South American championship and the North/South American championship before losing out on goal differential in a much too tough region despite scoring more points per match than Panama against vastly superior competition. If Panama can even manage to draw over those 2 legs, give them the World Cup spot. Hell, spot them a phantom goal. But if they get predictably destroyed, maybe let a deserving talented team play.
More Canadians play soccer than hockey. They just have nowhere to go past a certain point. What's wrong with Canada? No Division 1 or 2 domestic league. We're fixing that with CPL starting in 2019 with the blueprint to start a pro/rel D2 once the league gets to 16 teams.As for D3, League 1 Ontario is a success with 16-17 teams. Quebec League is growing. Just need to replicate that to the Maritimes and Western Canada. The CSA itself up until Victor Montagliani arrival, which made it now a competent organization. Now their main challenge is to get the provincial associations to fall back in line behind the CSA's leadership, which absence over the years enabled the provinces to do whatever they wanted. The players development starts with the provinces and getting everyone on the same page
Since you're the resident Canadian here, doesn't travel time worry you in terms of cost for the CPL? Admittedly I'm not the most informed on the league, but it seems like a large country for a league without lots of money. Theoretically, if there were leagues structured the way the CPL is going to be structured, wouldn't it be better for Canadian teams to play American teams that are much closer?

The league itself says it won't be a problem. The CFL has been doing just fine for years. The 2 confirmed teams are own by CFL owners and they aren't poor. You have to stop thinking that there's no money in Canada. After all, it's only the 10th richest economy in the world...
