Minnesota had a democratic governor. If Al Franken was a senator from Indiana or Kansas, IMO he would have survived. Also when the deputy Governor caught his own sexual harassment case, the next in line was a republican. The fear of handing over the governorship to a republican killed down a lot of the criticism.
