The net cost to spurs will likely be the delay and a possible hit to cash flow as they have to pay twice until they can sort out compensation from whomever is responsible—possibly in court or bankruptcy. No Bechtel isn't an Arcnitectural firm (I didn't claim they were), they don't design stadiums, but give them an infrastructure project and they will take it from design to construction. If they have special need for an architect, they will subcontract them.
