For example, selling Aubameyang before the World Cup (To Arsenal in the Jan window) doesn't pass on the opportunity of selling him for more after the World Cup because Aubameyang is Gabonese and Gabon isn't in the World Cup.

Maybe you've heard of some athletes getting criticized because they sign a deal with a shoe manufacturer and use that shoe even if their play declines because it is not the ideal shoe for them. I know @Footsatt tracks the minutes and call ups, me and carvelli3 posted one about (most) every pro American soccer player, DHC posts the yanks abroad, and I also do a subjective top 50. I know we could always do more subjective rankings of the player pool, which usssoccer97 does some times too. Also, it’d be nice if we had someone posts each call up for senior and youth games, including game day lineups, so we can track throughout the entirety of the cycle.

I am confused about what this list is. I mean there are guys listed in the first group who aren't getting a sniff form the usmnt and guys in the fringe/prospect who are getting called up. is this list based on anything real or just a like fan fantasy build a team thing?
The list gets revised periodically but I believe is the list of players that are rated based on playing time and the author's opinion.
