Also, sorry to be pedantic but there is no spending restriction in the English lower leagues, it happens in the whole of rugby league but not at all in football.
with lower leagues,i meant literally below the 4th division and before the 9 or 10 level which i pressume is amateur.Boston for example,surpased the budget and got relegated 2 consecutive years,they were in 4th division now in 7 the independent clubs are peñarol,naciomal,defensor,danubio,wanderers,river plate,bella vista and liverpool

Surpassing their budget is their own business, in English football there are no spending restrictions at any level, based on budget or anything else, unless the club goes into administration and becomes unable to pay their creditors etc.
