I came across a video for PROGRESO MONTEVIDEO v. PENAROL MONTEVIDEO that is listed as a Copa Libertadores qualifier for the 1990 tournament. However, a search of the excellent RSSSF Web site does not list any qualifiers. I can't find anything on Wikipedia either. Was there some kind of play-off that year to decide which team entered the tournament? If so, can someone point me to a site that would contain information about this match, including the date it was played? Thanks.
Dont know if it was played back then, but it was probably the Liguilla, which RIGHT NOW are the top 6 teams throughout the year play a mini tournament to decide who goes to the Libertadores and who goes to the Sudamericana
