I'm curious to know why u19s are considered youth players. Is this the same in all countries?

Over the summer I had one of my adult teams that had about 5 or so top u18/u19 players opt out of playing in a USASA region tournament over a US Youth U19 region tournament. I was sort of shocked considering these players are a few of the better in their age group for our state and it would have been a challenge for them to compete against some older more seasoned players.

So my question is why is U19 under the "youth" umbrella?

Sorry if this is in the wrong forum

U19 is youth just about everywhere. In fact, "youth national team" traditionally means U-20.
