More to the point, isn't the fact it's only 1% of their GDP an indication that their GDP is high enough that they don't need it in the first place? I've mentioned this before but Israel has an average household above the level of several of the poorer US states and several European countries including Spain, Portugal, Greece, Poland, etc. etc. It's a pretty crazy situation, tbh, but there we are.
