Supposedly a guy on the 1990 investigation who was killed under suspicious circumstances. He might be linked to the crime that Hays and West obviously committed together. I think he is meant to be the guy who found Will Purcell's backpack at Woodard's destroyed home.
I think the reveal will be that she was not talking about Tom but about one of the other two people at that presser. My money was initially on Kent but now I think the other lawyer dude might be worth considering too. I looked online, apparently that character is called Alan Jones.

Okay, found the answer myself, it was the old woman who had sold the dolls they found near Will Purcell's crime scene who had described the man she had sold several of those dolls to as a black man with a dead eye.
I guess so. There is a theory that there is an entire cabal of rich dudes who do this stuff of which Billy Lee Tuttle (from season one) and the so far unseen Hoyt (from season three) are just two members.
There are some theories that I hope aren't true because they are too dumb. e.g. Eliza being Julie Purcell.
