FIFA can't but I think they can fine the player economically or limit their playing time with the player's club
I'm not sure but I think that as long as all parties are in agreement with a player not participating with their NT then I think FIFA will do nothing regardless of the reason. I think the reasons that were given by FMF are more for the public than for fifa
Of course you can't force someone to go against their will but I think @Chuky is right about punishment against players refusing official call ups.
I'm not so sure. I know its not as black and white as this but if he claimed injury or death in the family and then is then it turned out to be demonstrably false, he'd have to answer to it. Well if he lied to FMF then he will definitely get in trouble but I'm assuming that the FMF knows the real reasons for which he decided not to participate with the NT and they were ok with it, which is why I don't think there will be any problems with FIFA because all parties are ok with him not going to the confederations cup.
I guess but when you see guys like CR7 play way more minutes this past season at the crispy age of 32. It makes me raise my eyebrows at him for ditching his squad for rest. (If that's the reason)
