It ain't either or. Regardless, what FEMEXFUT should be focusing on is creating a strong league system with a congruent flow between youth levels and the first division. I'd rather have the best league in America than have more players in Europe.
The FEMEXFUT has no saying on Liga MX. Liga MX will never bend to the FMF as long as you have entities Televisa and TV Azteca. Most team owners don't care about maximizing the youth. They'd rather buy as many foreigners as they can. I don't really care about having the best league in America if it's made on its entirety by foreigners. Liga MX really needs to lower the number of foreigners quota. It's insane... Overachiever has a point. We need to export the youth talents as much as we can. Look at Fabián. I've no problem with guys like Puch, Ruidiaz, Boselli, Jara, etc (previously Enner, Jackson, Benitez, etc.) who add quality to the league. The problem are the mediocre foreigners that could be adequately replaced by youngsters.
I don't care much about Liga MUY X if I'm being honest. I'd rather prefer México producing and exporting as many homegrown talent as Brazil, Argentina, and Colombia...
Liga MX admin ranks then, whatever they call themselves. Chucho Martinez just spoke about the Libertadores matter and he said Bonilla said no to youth tournamenta with CONMEBOL so it's more than just owners voting.
