Pretty sure the only thing that is cap-tying in his situation would be an official game with the full German team. Until then he could play any official youth tournaments or senior friendlies and still file a one time switch.
I know that, I was talking about provisional cap-tying matches, which official youth competitions are, so if this is one of those, we'd almost certainly be waiting until he's like 24 or 25, if he's provisionally cap-tied. I'd rather that not be the case, as following his progress becomes a lot less interesting.

you should have your answer in a few weeks, As the U19 will play in the 2018 EC Qualifiers between Oct 4-10. I did say it a few months ago, that we will know if he'll be cap tied to Germany by October 2017 at the min.
