It's the same with my kids (17/16/14), largely because of where I live, and the school district picks up a lot of North OKC that is traditionally 50% AA. But where I work NE & SE Oklahoma, it's about a generation behind that, in that it can be still risky, especially outside of Tulsa, Muskogee & McAlester. Where my friend teaches in an OKC district that was 100% white & affluent before bussing pushed that down to 40% white & 100% free & reduced lunch income levels inside of 10 years via whiteflight to the Norman/Edmond/Mustang/Yukon burbs, the kids still self-segregate. Starting 10 miles west of me, outside of the islands Weatherford, Lawton, Altus & Enid where there is a college and military bases, the AA population, if it exists, hovers around .05% or less, at the county level. And the racism is pronounced. If you're AA, you're there because an employer put you there and chances are, you're not going to find a lot of potential dates, nor are you probably going to raise kids. Latinos have made some inroads because of employment, but NDN's aren't any more accepting of AA's as they are of whites or latinos.
I pretty much don't care, not that there's much I could do, but those don't have much of an effect on the the day to day interactions between NDN's & the rest of America that Dan Snyder's team does. I'm sure one or two of those cats will travel to Ameriker one day and be sorely disappointed that we're not all going to work in war bonnets

I would assume the court is kinda of going back to the way the law was originally before the change by Trump, is my only guess.
As far as a blanket stay on the ban, yeah, SCOTUS is going against the lower circuits. But as I'm sure you've read by now, they kept the stay for much of the ban and haven't ruled on the merits yet. As for the why, it's difficult to tell from a short 16 page per curium opinion. Usually, a stay is lifted (and this is the standard of review for any injunctive order) when the court either thinks the party wanting the stay lifted will prevail on the merits or the need to maintain the pre-stay status quo is great or a combination of those two. With that being said, I don't think it's automatically the case that this opinion means the ban's constitutionality will be upheld in October. But I won't prevaricate and deny that this is at least a minor victory for the administration.

The real question is now how are people who "feel" Cherokee or believe they have an ancestor that's a "Cherokee Princess" going to start hunting down any tenuous claim to a Dawes Roll enrollee and "get their benefits". Little do they know that the Cherokee aren't a per cap tribe, so there ain't no cut of the casino money. Just long lines at Hastings & Redbird Clinic.
