I'd say that immigrants from Mexico and Central America tend to be poorer (in their home countries) and that correlates with less education. For the same reason, they probably see less urgency on their kids getting college degrees. South American immigrants tend to be slightly more educated and see value on college degrees, so they push their children to earn one. Immigrants from other parts of the world probably are more educated and come to study or work to the US, hence their higher degree of education.
The Chart does show that, Central Americans are the least educated first generation, they do make the largest gains in education, but still a little behind the typical American (understandably as you point out). The Japanese stats are weird, the first generation is very educated, but latter generations become less educated. Maybe kids learning to enjoy life more than just studying.
