In wars, there is always risk to your soldiers. A good commander will try to mitigate the risk so far as possible. However, offloading the risk from your soldiers onto the civilian population when your soldiers are not even on the battlefield, like the drone policy does, is a cowardly way of fighting a war, in the truest sense of the word. Might as well chain women and children to your Armoured Personnel Carriers whilst you're at it.
Is a response to guerrilla warfare, Terrorist attacks are a cowardly way to fight a war, but the logical way when facing overwhelming force. Sending soldiers can turn into a Mogadishu, Somalia thing, lots of civilians also died then, but from a western POV (USA) too many American soldiers died. (and I am sure you also would not be a fan of 400 Mogadishu in place of 400 drone strikes). for political reasons, dying American soldiers is not acceptable, civilians dying of collateral damage, more acceptable, so drone policy is what we get.
Maybe we should ask why that is rather than blithely go about perpetuating the situation because it's "convenient" and less messy (to us).
Because dead civilians in far away lands is not as "exiting" as #RoevWade, #metoo, #taxcuts4therich for the voting public.
