Not necessarily - if they both win and Birmingham loses or draws at Bristol, Birmingham goes down as they're only 2 points up on each with a substantially worse goal differential. Also Newcastle can take the title if they beat Barnsley at home while Brighton either lose or draw against Villa.
Newcastle trails by 1 point and has the better goal differential, so they win the title if they get more points than Brighton. In addition to what you said, Newcastle also wins the title with a draw and a Brighton loss. A Newcastle draw and a Brighton loss would give them the same amount of wins, draws, and losses.

Don't kill the messenger, but according to the BBC story 11 clubs are not signed on, including QPR, which would offer their (presumably home) games through their own service. So you would presumably have to sign up for both the QPR service and the ifollow service to get all the matches (and that would still leave out games at another opt out club... hopefully you can purchase individual matches from the holdout clubs): http://m.bbc.com/sport/football/39797400
While it would be a shame not to have everyone aligned in iFollow, I think a QPR sub and beIN would probably be more than enough Football League content for me. I don't even have time these days to watch highlights, let alone lots of matches.
The articles referenced above had nothing on how much iPay to get this service. However, the ESPNFC article: http://www.espnfc.us/english-league...tform-for-overseas-fans-but-big-clubs-opt-out puts the price at 110 pounds, which is currently approx. 130 US dollars per season.
