    Technically the approval process might need to begin again. The 5 star party claims they have "drastically altered" the proposal and if that is the case then according to the law the entire procedure would need to begin again. Otherwise one can submit a project and get permission saying there is public interest and then completely change it.

    I'm sure the both the club and 5 star will try to avoid this scenario and there may be some precedence to fast track it or behind the scenes claim the project has not drastically changed.

    There is also the entire thing about the stand at the abandoned track in Tor Di Valle being possibly culturally protected. The agreement with the mayor does not make that go away. If that does not get thrown out then Roma might need incorporate the stand into the new stadium.

    No wonder no new stadium grounds have been built since 1990.

    They built on the grounds of an existing stadium I believe.

    Correct. They demolished the old eye sore and built a new one on top, but they didn't let Toro move back in with them.

    Udinese's Stadio Friuli was renovated in 1990 and 2015...

    I think its pretty much all new...

    Renovated yes, but there hasn't been a single new stadium built in Italy that wasn't on the site of an old stadium since 1990. That is just unfathomable

    Land is at a premium in Italy. It's not like here in the usa where there is vast areas of open space..

    That's an excuse. They have built stadiums in urban areas. Cowboys, Atlanta, LA, Wembley, Emirates. Its not like other countries are building them in the middle of the desert. There is plenty of land in Italy to build a dozen stadiums. Tear down the old ones and use the space for something else

    But not at as much of a premium as in London, yet the following stadiums have been built: Emirates (2006), Wembley (2007), Olympic (2012) while Tottenham (2019) and Chelsea (around 2022) will also open new stadiums.

    FFS, they built Broncos stadium, a huge $500 million arena (in 2001 dollars) in the middle of a downtown area. It's not this can't be accomplished.

    A lot of it is onerous regulation, which I think is a problem in large parts of Europe in general, not really unique to Italy. When you have ancient ruins/monuments/landmarks to be preserved, it gets tough. Lots of give and take.

    Having worked in construction over there, I can assure you a restoration is almost as good as , sometimes even better than many newer structures. It's true land is scarce but also because most city and regional governments won't let you tear down and rebuild like we do in the USA. A lot of times it's to preserve the history , "belle arti, catasto", location or it's just bureaucracy and everyone wanting to have a say or be in charge and wants a kickback. Stadio Fruili underwent a major reconstruction but it's not really a "ristrutturazione" or a refurbished stadium. For Italy, its like a brand new palace. First they removed the athletic track and demolished of three sides of the stadium with only the "arc" and West end which were saved to rebuilt the three demolished stands closer to the field....

    The cost of the redevelopment was around 50 million Euro....


    That isn't bad considering they are a somewhat smaller club....

    As expected, Raggi wasn't able to convince the region to accept the new resolution. Bar a miracle, the conference of services will have to re-start all over again. We are back to the same stage we thought we passed in 2014. Two years of compelte waste thanks to Raggi's incompetence.

    Pallotta should cut his losses and leave.

    You are assuming that they will approve the changes and everything will pass smoothly. That's a big assumption. There is already public cry from some members of the conference about the new changes especially the significant cut on public work. 4 months? Good luck.
