The Qataris have presented the technology for their 2018 World cup bid. It's doable. Taxis are quite reliable and cheap actually but there's one thing preventing Saudi Arabia from ever hosting a world cup that's even bigger than heat or stadiums: Saudi Arabia is a dry country (I mean alchohol wise numpties ). That pretty much insures we'll never receive the WC...EVER.
Like Phoenix said, weather and infrastructure would be the least of our worries. Our biggest problem is that ever since 1979 the (religious) lunatics have well and truly taken over the asylum on social matters and beyond. Forget alcohol, you have much bigger and overbearing social constraints like the segregation of the sexes. Blatter has to either be really desperate or a sadist to let us host it. I'm actually quite conservative really and wouldn't agree to removing rules like no gambling or no alcohol simply to host a football tournament.
