He is on a contract with Rostov who triggered his buy clause this summer. They will probably want around 15 million yes. However it depends on when clubs are going to come for him. If clubs bid for him this winter or even summer 2017 it should be around 15 million. He has a contract until summer 2018, so the more closer he gets to that day, the lower teams can buy him for since Rostov will have to be more accepting of lower prices as they won't want him to go on a free transfer in summer 2018. I think he will leave in summer 2017 though, so it should be around 15 Mill

I don't blame the fans, they believe whatever their club tells them. These are nasty tricks done by clubs for more transfer money over Azmoun. They complained to EUFA and lost the case and complained again to Fifa and almost lost there as well. Rubin Kazan is just butt hurted. They put Sardar on the bench for so long and didn't give him enough time to play after Qurbanberdiev left Rubin. He used his buying clause of his contract and transferred to Rostov. Now, Rubin is putting pressure on Rostov and Azmoun because of their crucial match vs Rostov. Rubin Kazan is a very greedy club which ruined the career of Haghighi. Azmoun was lucky that escaped that place.
