Traditional league points scoring grants 3 for a win, 1 for a draw, and 0 for a loss. The new rule would be that a PK shootout is conducted after two 45 minutes halves without goals (0-0) for all league matches including group leagues, such as the group leagues in WorldCup/Champions league. In the new rule, PK winner receives 1 point and a loser receives 0 points. All the other tie scores (1-1, 2-2, 3-3, etc) do not have PK shootout and 1 point is granted, which is the same as the old rule. This new rule doesn’t apply to tournaments, playoffs, home & away knock out stages. A lot of soccer fans complain about scoreless draw results in soccer matches. Not every match with a scoreless draw is bad but adding PK shootout will make soccer more exciting to watch. Especially giving 0 points to PK losers will make each soccer team in a league play more offensive and more eager to score in their matches. By adding PK shootouts, the scoreless matches are no longer a disappointment for soccer fans. I strongly believe this new rule will be a huge reward for soccer fans. Please comment if you see any drawbacks in this suggested rule. Any comments will be greatly appreciated.

Sounds fine aside making calculating points harder. Will certainly be interesting to watch if such a rule change has the effect intended.
