Great post: to the comment on the perception of MLS as the Revs looked for players overseas: Brian's answer highlights why the Revs are falling more and more behind. Forget the scouting - it doesn't matter if you find the player. Top level players are not hard to find. That is why they are top level players. The players Atlanta found were known players that multiple clubs were fighting for their signature (same with Lodeiro and when Jones came back) - not some diamond in the roughs that only the clubs with the most amazing international connections were able to find. That concept is way back in MLS 1.0. You have to convince the player to join your club. We have talked about that ad neaseum why this a huge struggle for the Revs. Top level players want to play on top level teams. The Revs cannot sell that right now no matter what they say in response. C'mon Kyle - where are the followup questions? Kyle was on SiriusXM and Eric Wyanlda was asking him what what was the deal with Revs, what is going on...and Kyle skirted the issues and just said we will have to wait and see what happend with the Revs. C'mon Kyle!!!
Wait and see, wait and see.... Where have we heard that before? I'll tell you what is going to happen... We will wait for the team to get off to an uninspiring start. Anyone want to guess what the record will be after 10 games? How about 3-6-1, in honor of Steve Sampson? Then we will see things that everyone paying attention will see, except the people in charge who actually have the power to do something about it. We will lose a couple of games based on "bad luck," meaning we played like crap, but hung in there, and then a freak bounce or a dodgy card or a border-line PK went the wrong way and the opponent snatched the 3 points. Bad luck indeed, if you ignore the fact that if we did manage to win, it would have been one of those "we really didn't deserve it, but I'll take it" kind of wins. Maybe pressure will mount to the point that Burns decides to sign someone. Of course, it will be late in the season, and the team will make a minor uptick, which will be just enough to give us a false sense of hope, but they playoffs will be out of reach again. Heaps will have show to upper management (and only them, no one else) that he deserves another shot because we were this close! If only that ball didn't take a funny hop! If only we didn't run into an in-form opponent on that day when it was a must-win game for us and we came out flat! If only Geiger got as confused at the airport as he does on the field and got on the wrong flight and ended up at Providence Park and not Providence Airport! If only!
IMHO, it was readily apparent after "waiting and seeing" through 2012, 2013 and the first half of 2014 that Burns/Heaps/Biello do not have what it takes to run an MLS team. Their bad moves and non-moves far out weigh the good moves. But Bob Kraft was embarrassed by a magazine article and somehow got Jones and a Cup final. As a result we have had to live with them (BHB) 2.5 to 3 years longer and counting. But really, this has to come back to Kraft doesn't it? He sure doesn't seem to be setting any expectations when he keeps Heaps after missing the playoffs or let's roster building languish. This year, I think it is going to be if only Kouassi had been able to play [at 100%]...

At least Burns has moved on from "no team in MLS has scouts" to ... well, we acknowledge we need it. There's the first step of 9!
Considering that a couple of years ago Burns insisted that "no one" in the league even had scouts, this is progress. (EDIT: You beat me to it, Monty!) And then there's this from Lagerway: But in typical "Revs Exceptionalism" fashion, we're different. No disrespect to our two most recent signings, but had anyone at all on this board heard of either one of them before they were signed? Anyone? Not that they are bad players, but I would hardly call them "high-end guys." Unless what he means by "higher-end guys" is that they are actually playing in a professional league somewhere where people have to pay to see the games.

I read this as Burns saying that the League is different than it was 12-24 months ago, not that the Revs are some sort of outlier. I would agree with him; the addition of TAM has significantly changed how teams manage their salary budget. Atlanta and the recent influx of young South American signings is also significant change from the "retirement league" DP signings of the past..
"Higher-end" may actually be in relation to what the Revs are used to, not what the world is used to. Instead of trawling Africa and the out-of-contract pool, the Revs are looking for "higher-end guys" – i.e., ones that are working pros, as you said.
The "Revs Exceptionalism" comment was in general. They have always taken the approach that they weren't going to do the things other clubs do, even if they are no-brainer successful ideas. "Not invented here" is, has been, and unless the thinking changes significantly, will continue to be the single biggest achilies heel of this organization.
While I agree with the sentiment here, this could basically have been taken anytime since the league started up. They've basically been behind the times on every thing. Last to get a DP. Last to get a stadium. Last to get a USL team (well, they will wind up being). etc, etc, etc. They're never on the forefront on anything.
