Regional Cups in UEFA

    I've come to the conclusion that cross-border leagues will be at best tricky to implement and could be a detriment to national unity. Therefore, I believe regional cups would be a better alternative. In the past, regional cups were not successful because they did not offer European places (Champions League or Europa League). However, in my proposal, each regional cup would offer one place in the CL non-champions qualifying path. If the winner of the regional cup would already qualify for the CL, the qualifying place would go to next best placed club in the cup not already qualified for the CL. These tournaments would be 16-team tournaments similar in format to the CL, but the quarterfinals would be a one-leg affair played at the home of the group winners. At least 4 countries would have to be involved so that no country gets more than 4 berths, and at most 8 countries would be involved so that each country gets at least 2 berths. If number of countries is not evenly dividable by 16, the number of berths for each country is determined by UEFA coefficient. The games will be played on open midweek dates.

    Adriatic Cup: Croatia (3), Serbia (3), Slovenia (3), Bosnia (3), Montenegro (2), Macedonia (2)
    Mediterranean Cup: Turkey (3), Greece (3), Cyprus (3), Israel (3), Albania (2), Malta (2)
    Balkans Cup: Romania (4), Austria (3), Bulgaria (3), Hungary (3), Moldova (3)
    Royal League: Denmark (3), Norway (3), Sweden (3), Finland (3), Iceland (2), Faroe Islands (2)
    Caucasus Cup: Azerbaijan (4), Armenia (4), Georgia (4), Kazakhstan (4)
    CIS Cup: Russia (3), Ukraine (3), Belarus (3), Latvia (3), Lithuania (2), Estonia (2)
    Home Nations Cup: Scotland (4), Ireland (3), N. Ireland (3), Wales (3), Gibraltar (3)

    Champions League Qualification:
    The cup winners from the four worst cup regions (based on average UEFA coefficient of all participant nations) face off in the first qualifying round of the non-champions path for two spot in the second qualifying round. The two winners will join the other three cup winners and the runners up from the leagues ranked 11-15 in the second qualifying round. The five winners advance to the third qualifying round, the CL continues as normal.
