According to CFA, Any CSL or CL1 club seen to be in debt that spends more then ¥45 million (€5.9m) on a foreign player, or ¥20m (€2.6m) on a domestic signing, will have to pay the same amount to a football development foundation under the control of the CFA.

Restrictions have also been suggested for players who join Chinese clubs on loan.if the loan fee is less than the transfer fee paid initially by the parent club, clubs will be required to pay the appropriate registration fee based on the earlier transfer fee.

The additional registration fee will be returned to be spent on the club's youth academy.
