    Why doesn't CONCACAF have its u21/u23 tournament every two years like UEFA does instead every four years as it currently does?

CONCACAF and UEFA have different youth age groups. CONCACAF has three youth levels, U-23 (Olympics, held every four years), U-20, and U-17. UEFA has U-21 (which they use for the Olympics), U-19, and U-17. UEFA doesn't have a U-23. Since the youth World Cups are for U-20 and U-17, I think the way CONCACAF does it makes more sense.
