The problem is that even if it is true, this is definetly not true when looking at the track record of PKs with a big enough sample size. Statistically, PKs are a coin toss, a coin toss that will now determine games after 90 minutes.

What has happened in a 2 game sample means nothing.

Paraguay has looked pretty good throughout the Copa so far. If this Paraguay shows up for WC qualifying, we are likely to see the most competitive, highest quality qualifying ever in Conmebol. Image Brazil, Arg, a full strength Colombia (not the Copa Colombia), Chile, Uruguay, this Paraguay, and Ecuador with its home field advantage, fighting it out for only 4.5 spots.

Agree. I do not get to see Peru play very often, but when I do they usually look at a minimum pretty decent. They just rarely seem to be able to translate their level of play into the results it would seem to deserve.

Reasons why Conmebol WC qualifiers are so intense from the begining to the end of them.
Unfortunately, not all can make it to the end and lots of great NT's with their players, get left behind.
And Peru, since the beginings has always had very gifted, technical and talented players.
