Mexico beat Guatemala, Canada, Honduras, and Jamaica on a regular basis. That doesn't make them world class. They have to beat top teams like Chile, and I'm talking about in competitive matches. Chile just beat them 7-0, then you have Venezuela who should have beat them if Josef Martinez hadn't missed that 1 on 1 to make it 2-0 (and Venezuela aren't a top team either), then you have them losing to the Dutch after dominating them in the World Cup. Does Mexico have a good squad? Yes. Not world class, but good, yes. Are they a world class team? No. They would have won the Copa America this time or won it in 2007. 2 years where they sent their first teams.
Mexico is too bipolar. The key to being a top team is to not get too high after one win and not get too low after one loss. Mexicans always act like they won the WC when they do something special. And then the whole country starts raising unrealistic expectations. And all it takes is one loss and the media turns on them and their fans start to boo. It's an unhealthy culture and the main reason they never seem to reach their full potential.

Mexico was introduced to the copa America in 1993, since 1993 we have gone to 2 finals (1993 and 2001). 2001 was Colombias 1st ever Copa America. We have been 3rd place 3 times . In all those times we have been Conmebol teams I believe the only Conmebol team that has a huge win loss ratio vs us is Argentina I dont ever remember beating them in a copa America someone may correct me if im wrong. This is not even talking about world cup history or other tournaments just your tournament (the conmebol one). To make things fair; since 1993 peru has only achieved 3rd place max

Funny I was explaining to my non soccer loving daughter about the horrible chant and the bag throwing as examples of the nastiness of Mexico, but then followed it up by saying this generation of players seems a lot more professional and decent especially Chicharito. They won the copa America last year and started shitting on all their opponents they faced including writing that bullshit immature letter left in the Peruvian locker room after the victory over Peru in October . Chile is a good team but I think they need to humble themselves down a bit and id say this about Ecuador if they were in the same position as Chile too.
