I think the best case would be a loan with buy option to another Bundesliga team like Werder Bremen or Freiburg (would be near his wife's home country/city). Moving to another country like Italy in winter makes no sense for me tbh (I don't believe the Fiorentina & Inter rumors anyway).
It's really difficult to find a team in January, when you have played like 100 minutes at most in the Bundesliga. He won't be match fit any time soon. Better to wait and start all over again in the summer, doing the pre season training with the new club.
You can exactly bring on the same argument in summer if he stays with Dortmund. So it makes no sense to wait. The agent should act quickly and try to find the right solution now.
For the amount of money he's being paid. I'm sure he could find a spot if he went back to Mainz level salary.
Werder doesn't need to sign another LB, they've got Garcia locked down for the position, and Bauer can cover for him if he's injured. Freiburg, I guess he can be the understudy to Gunter, but I'm guessing he would want some playing time. Maybe Darmstadt, but they're going to get relegated.

Garcia most probably wont extend his contract. And the other Garcia (Ulisses) is young and promising but also a versatile allrounder (DM, CM, LM), as well as Bauer who's better as RB than LB. I think there will be a fair chance for PJH at Bremen. Gunter is not really better than PJH (if match fit). Also, Freiburg doesn't have many allrounders so PJH can be very useful even as DM. Other options could be a return to Mainz (a duel with Bussmann) or Basel (as a irregular). Anyway there are no trustful rumors yet so I hope soon we'll hear good news...

Passlack came on as a LB. Makes sense as he has a future with BVB while PJH doesn't. Should've left after his first season imo.
Hindsight says BVB still paid him more than anyone else short of going to desert/china. So if like PJH who really hasn't been paid until now, the decision was only train with one of best teams with no guaranteed match action or set out for retirement leagues.
He certainly doesn't deserve ridicule or scorn for believing in his ability to prove himself against the best. And if he faces the likes of Dembélé, Reus, Pulisic in training, I would imagine he could handle some bums from Syria and Uzbekistan without too much stress...
I have no doubts about his abilities as a player/defender. But lack of match fitness is being very underrated and PJH hasn't played two matches in a row since I don't know when. Players with long term injuries also need a lot of time to regain their full talents. I think at this point PJH is not a big help for KNT.
